0.13 - express yourself with a garbage truck

My daughter really liked painting the garbage struck in the editor, so I decided to make into a feature of the game. I also reworked where track state was being kept, which allowed me to add checkpoints to the truck to make sure people actually race the whole track before returning to the starting line. No longer is the starting archway observing your every move.
